Vice Admiral Joseph W. Dyer (Ret.) brings more than four decades of leadership experience across defense, aerospace, and emerging technology. He serves as Chair of the Strategy and Technology Committee and as a member of the Audit Committee at ASGN Incorporated. He is also a director of Technology Service Corporation, and Herrick Technology Laboratories, and an Advisor to the Center for the Study of Democracy.

Previously, Admiral Dyer was President of the Government and Industrial Division, Chief Operating Officer, and Chief Strategy Officer at iRobot Corporation, where he helped guide the company’s growth as the first publicly traded mobile-robot firm. He also chaired NASA’s Aerospace Safety and Advisory Panel and served as Commander of both the Naval Air Systems Command and the Naval Air Warfare Center Aircraft Division at Patuxent River, Earlier he was the Navy’s Chief Engineer. Earlier in his career, he led the F/A-18 Program Office and served as the Navy’s Chief Test Pilot.

Admiral Dyer’s background spans the intersection of technology, finance, and risk management. He was the Chief Strategy Officer of the National Spectrum Consortium and a Commissioner on the Congressional 809 Panel for Defense Acquisition Streamlining. He has advised leading high-tech firms on AI, autonomous systems, and defense innovation, earning the Department of Defense Acquisition Excellence Award.

Admiral Dyer holds a Bachelor of Science in Chemical Engineering from North Carolina State University and a Master of Science in Financial Management from the Naval Postgraduate School. He is a Fellow of the National Academy of Public Administration and the Society of Experimental Test Pilots, which honored him with the James H. Doolittle Award for Outstanding Engineering Achievement in Aerospace.
